Marked Complete

I like that it will stop when you are supposed to change your hearthstone to a different inn. However some quest even if you mark compete do not stay marked complete. In addition quests completed and % completed never say 100 percent even If i go back through and it shows me having completed all the quests. Why is this happening.

There are often class or race specific guide steps that you are unable to see, but the counter still counts them, so sometimes the completion bar won't fill up entirely.
