Route for "The Horn of the Beast" way off

Killed the guy and got the horn and it tells me I have to run from Searing gorge to Loch modan through the locked gate. This quest gives you that key so there is no way to go through the gate. I had to fly to loch modan and run down. Even when I landed in Loch Modan it told me to fly back to Thorium point and run up. Below is a picture, the viewer showing the step, and what the arrow says.
