Hunter Order Hall Quests misaligned?

I just reached step 138/184 of the Hunter Order Hall Quests guide.

It is asking me to click on Light's Heart inside the order hall building to accept the quest 'Awakenings'

It appears to me that there are some quests needed before this point that I was not guided to, as I have no quest marker available.

If you guys need any other details, please let me know. Hoping to prevent this issue for others in the future. Thanks for your efforts!
