Shows action bars.

I have "always show action bars" off in my interface options yet because of zygor guides the extra action bar slots show up.

EDIT: Its seems to be fine now but Zygor's guide still may have caused it.

Are you having problems with the bars showing up when no icons are using the slots or when you have icons in them?
