Delaying Their Efforts not being completed

The new Icecrown daily Delaying Their Efforts is not being completed by Zygor. I'm pretty sure I had it yesterday and it failed then too. Today the guide is showing to kill 1 Decrepit Laborer, when the quest requires 12 kills.
