This bug is easily circumvented by temporarily disabling the addon, and is not concerning, but I figured you may want to know about it anyway. I have generated a bug report with the possible upgrades section removed as this post was too many characters before.
I believe the requirements are to have a character doing the legion subtlety rogue intro/artifact weapon questline who is too low level to have the pick pocket spell learned (24) such as an allied race or another subtlety rogue leveling in legion with Chromie Time. I have not created a new toon to test whether this problem persists across races, but I believe the problem would persists even if the character was not Nightborne

I am playing as a nightborne elf a;;oed race as a subtlety rogue, and with the level squish I started at level 10 with my current level being 11. As pickpocket was required for this quest when Legion was live it assumed you would be high enough level to have unlocked the pickpocket spell. After the level squish it seems to have been remedied by a spell clickable next to the instance quest log during Stage 3 of the instance. When clicked with Zygor enabled, I get an error saying that Zygor prevented the action from taking place and had to disable the addon to finish this part of the quest.
