Step 2 -Talk to the Archmage Khadgar and accept "Khadgar's Discovery"
Step 3 - Talk to Archmage Khadgar
Although I accepted "Uniting the Isles" it didn't count it
He has a third quest for me entitled "In the House of Light and Shadow"
Step 4 - Talk to the Archmage Khadgar
This appears to be broken. I was able to advance to Step 5 and continue the guide.
Step 13 - You need to ask her to "Let's get going" to get her to walk. That's not listed.

- Accept "Uniting the Isles"
