Why is the blue a 9000% upgrade?

While the percentage may be exaggerated any item that has stats on it will be an upgrade over one without stats. However in this case pay attention to the tooltip where it says it's an upgrade for an offspec. That means you are not playing as BM hunter and it is trying to gather a different set of gear in your bags for that BM offspec so it's probably comparing that blue bow to no other bow in your bags. If you don't want to see the suggestions for offspec gear go into the Item Score section of the settings and select each spec and uncheck the box for the offspec option on each.
