quests that don't exist

I had numerous quests which I out levelled. So I used the option to clear quests no longer needed, but Zygor sends me to a quest giver for a quest that doesn't have a ! or? above his head. It askes me to either hand in to get the next quest or to receive a new quest. I now have moved to a level area which is appropriate to my level...45 rogue but what went wrong?

Classic questing is pretty linear due to all of the quest chains. It is not easy trying to skip something or abandon quests and not have it affect quests a dozen levels down the road. What you want to do is start in a guide about 3 levels below your level (42) and then just skip any steps for quests that are not available (due to missing prerequisites). It will take a little bit but you should get into sync with the guide again.
