Outland Engineering guide - nothing is accurate

I dont mean to sensationalize a title but nothing about Outland Engineering guide works. I wasn't going to post anything because I just started figuring it out on my own, then ran into this problem and I about had it trying to navigate this "guide".

Everything up to that point looks correct in the guide. What other problems were you having?

As for the step in the picture it looks like we just have the wrong NPC listed. That is actually a schematic that can be purchased from Wind Trader Lathrai in Shattrath. There are several possible locations for him but since you are Scryers he might be up on Scryer's Rise at 44.6,65.0 or he might be down in Lower City at 72.6,31.6. Keep in mind the schematic is a limited quantity item so if he doesn't have it on him that means someone recently purchased it and you might have to wait a while for him to get it back in stock.

Step 140 states "Collect 10 Skeleton Fingers (0/10) - You created these in a previous step."

Only Skeleton Fingers I can find on Wowhead is a zone drop in Duskwood. Think it needs to be updated to Handful of Fel Iron Bolts.

Step 156 has the same issue.

I am going to assume you are referring to the TBC guides and not the retail guides which is the forum this thread was posted in.

That step just has a wrong item ID number which is causing it to show the Skeleton Finger in game. The step is actually to have 10 Handful of Fel Iron Bolts. As long as you have that in your bags you can just go to the next step. Same for step 156.
