Accept quest "Fast Expressions"

The quest giver is not at this location.

The location of this Quest Giver is unknown.

I am stuck in the guide until I get this quest.

Another post says he may be located in the Garrison. guess I will try that.

For some people he does not show up where he should. In those instances you can go back to your garrison and find him there.
