Get to Nazjatar for alts

I can't find a working guide to opening Nazjatar for an alt that was leveled to 50 before going to Kul Taris. The existing ones do not work. As far as I know, you have to do the intro quest to get to BFA (taking the boat otherwise leave the harbormaster office empty) and need to gain 3 footholds. Then talk to Halford Wyrmbane on Wing’s Redemption, accept and complete Unighting Kul Tiras, then (same ship) from Genn Greymane accept Send the Fleet. Then Harbourmaster Cyrus Crerstfall to set sail.

It would be nice to have Zygor guides pick up the alt's status and guide the char. Similarly, the Magni's Plan guide gets the prereqs wrong.

War Campaign guide is what you need.

I am trying the War Campaign guide, but it blocks on gather 100 war resources, which is not required to do the foothold quests. It seems one should start at steo 14. Then laterstep 136, select an upgrade (no upgrade available) skip to select next foothold campaign
