What's up with this grind step at level 60?

Boosted a hunter to 58, started the guide in Hellfire Peninsula. At 60, maybe 20% in, I get a "grind to 61" step. Really? Why not just do 58-60 in the EK/Kalimdor? Now I'm 64 and almost a full level from where I should be. Doesn't really make any sense to me to have to grind out 10 dungeons to use the guide.

Yes.. I was around 40% in towards 61 and it told me to grind to 61.. like wth. and that's included running ramparts 3 times.
