Zangarmarsh quest not available

So in the Zangarmarsh quest guide at step 6 to visit Ysiel Windsinger to turn in The Cenarion Expedition quest then accept Disturbance at Umbrafen Lake & Warden Hamoot. Warden Hamoot isn't available for this quest giver won't give the quest. This is two toons in a row this has happened. Wowhead shows that Warden Hamoot has a series of two quests, first is Warden Hamoot and the 2nd is A Warm Welcome. Since the guide had us visit Warden Hamoot at step 3 this makes the Quest Warden Hamoot in step 6 unable to be given. This guide needs to be fixed so that we visit Warden Hamoot after we visit Ysiel Windsinger instead of 3 steps before visiting Ysiel Windsinger. This link to wowhead shows that my theory is correct and this needs to be fixed in the Zangarmarsh leveling guide.

Edit: And then at step 7 the guide has us turn in Warden Hamoot and accept A Warm Welcome, which the guide had us accept A Warm Welcome at step 3. So basically step 3 in this guide needs to be deleted for it shouldn't be there.

I'm playing now in TBC classic and the issue from above happened. The guide had me visit Warden Hamoot at step 3 and get A Warm Welcome quest, then visit Ysiel Windsinger at step 6 for Warden Hamoot, and then step 7 says to visit Warden Hamoot and turn in Warden Hamoot quest and accept A Warm Welcome. But since the guide had me already visit Warden Hamoot at step 3 and get A Warm Welcome the quest Warden Hamoot at step 6 wasn't available because I already got the follow-up quest A Warm Welcome. So step 3 in the guide to visit Warden Hamoot and accept A Warm Welcome should be removed because in 4 step it's asking us to visit him again to get the quest again.

Please update your guides. The current Alliance side Zangarmarsh guide does not have you visit Warden Hamoot before talking to Ysiel.
