stormwind city jewel crafting daily question

Maybe I'm missing something:-)
The daily guide for jewelcrafting in stormwind city tells you to go to the 1 npc next to the trainer, but she never has any quests. Do you have to be lvl 85 jewelcrafter or something?

From wowhead.com:

Level 75 is the minimum level, as you'll need a 475 JC to get this quest.

For some quests you need to create gems which you can only do with that skill. And one quest requires you to kill level 80 mobs.
There's one quest that has you use an item on humanoids but apparently this quest also has the skill requirement.
