Travel steps sometimes skipping

I'm still seeing some travel steps skipped in the latest update (3.2.2563). For example, Alliance Winterspring (52-55) steps 12 and 13 were skipped (i.e. the "go to the road" and "follow the path up".

Just wondering whether it's because I'm level 53 and these steps are marked as level 52.

Did you already have some quests completed after these steps? If so, it is because these are related to the quests and noticed you would not have to stop to continue.

I didn't have any completed quests after these steps but I had already been to Everlook and got the flight path and set my hearthstone. Could that have done it?

Yes, if you have a green step after travel steps the guide thinks they are obsolete.
In some cases steps were rearranged to prevent this for example setting hearthstone steps were moved before flight point steps. But if you have already set the hearthstone then this will not help either.
