Here it says to collect Obsidian Warbeads to repeatedly turn in for Consortium rep. The guide says:

"To get from Friendly to Honored, you will need 120 Obsidian Warbeads".

That should be 240 -- assuming no guild or racial bonuses.

Every set of 10 beads gives 250 base rep and you need 6000 rep from Friendly to Honored, so it takes 6000/250 = 24 submissions of 10, or 240 total.
