Turn in is in the wrong place. Turn in isn't on top the rock tower, it's at Freya's loc.

I'm looking in the guide file now and the turn in location is the exact same as the accept location so there must be something else that is causing the waypoint to not change over correctly.My Flight Path Follies guide
