I still can't use the skills on them.

Are we sure the collect from the debtors quest is still in the game? I did not find the Npc that gives it in the building next to the one with poison meat. I think this is the quest that used to use intimidate and persuade skills.Comment

Seems like this quest was removed from the game.
Quoting from the 1.0.1 patch notes:
"
New in Town: Malareth has been run out of Vulkhel Guard for the time being, but she vows to return at a later date. Those of you on this quest are advised to abandon the quest until she returns. Not completing this quest will not impact any achievements.
"
