Step 91 - No waypoint arrow

I'm on step 91 where it says "accept bonus objective forbidden glacier". I'm in Bladespire Citadel.

The waypoint just says "Warspear 58,51".

Warspear looks to be reachable only by air and I can't fly, nor do I have a path to fly there. Not sure what to do. I'm just running around trying to find this quest giver.
