This one may be very seldom, I stumbled across it in Talador.
If a sticky step has an item to use with the "|use" command it does not work unless this particular step is the only active step.
This is how it loos when the step is an additional sricky step:

The tooltip when moving the mouse over the line with the gas extractor showed the item's tooltip but clicking did not work.
And this happens when the other steps are complete and only the former sticky step is shown:
