Turns out the guide does not tell me that i needed to take the garrison heartstone to talk to Scout Valdez inside my garrisons Town hall

3 years later and this is still an issue? I did not know i had to hearth either so i either missed something or its still not right.

He has 2 places he can spawn but we do not know what causes him to randomly not spawn out where we have it marked for that step. The guide/arrow does not tell you to hearth to the garrison because for that step we are pointing to where he spawns out in the world and not in the garrison.
