Get the first level of fishing from Trainer, then don't start actually fishing until Draenor
Fish anywhere in Draenor until you get the 700 Draenor Fishing book, can be done at any level of fishing, and usually get it pretty fast, then you will have 1-700 without having to pay any more at the trainer.
Get at least a level 1 Fishing Shack in your Garrison, just requires a small quest line, buy Lures and Bladebone Hooks (they auto cut up the fish) from the fishing supply guy at the Shack.
Fish to 700, takes a bit, but you get fish and draenor fish lures, use as many Sea Scorpion baits as you get, they will help you level up First Aid (while its still around), also you can use the other fish you get to level up cooking.
Also get Fishing Buddy addon for quick fishing, just be sure set up the options to auto lure and stuff in the addon.
