Skinning Question Legion

So I have Rank 2 skinning and I seem to have exhausted all of the quests in Dalaran regarding the advancement of the profession, however when I hover over the 3rd rank it tells me that I need to complete Ske'rit's leather handbook for leather and for me Ske'rit hasn't become available for me yet.

Question I have is do I have to complete more of the sauramar quest lines for him to spawn or is it that I need to keep skinning to have the world quest pop perhaps??

You will need to loot an Immaculate Stormscale when skinning (fairly rare drop) to be able to do the Scales for Ske'rit quest which will allow you to do the quests for rank 3 Stormscale skinning. For Stonehide you will need to loot Immaculate Stonehide Leather to start unlocking rank 3 of Stonehide. And to unlock rank 3 of Felhide you need to defeat Nythtendra in the Emerald Nightmare raid to complete The Pestilential Hide of Nythendra quest.
