7.2 order hall quest stuck

I am at step 149 on the 7.2 order hall guide and I can't go any further. The archmage Ansirem is not giving me a quest.

Any clues why not?

What level are you? Have you done questing in all of the Legion zones? What is your artifact knowledge rank?

Level 110 AK is 40 and AP is 52. I have completed all the guides for all the zones. I have done all the order hall quests except I am still 10/40 on the Lingering soul fragments.

Let me guess... I have to finish that BS quest to continue.

That is probably the holdup however our tips are now wrong. Blizzard recently changed it so that you can get 20 in a week and you only need 40 fragments instead of 80.

I just did it on my druid and I have 0/40 so it can't be that.

The quest giver is just not around to get the second weapon at all! I'll put in a ticket I guess.

You might have already accepted a quest that's part of getting the next artifact weapon. What quests do you have active in your quest log?

I figured it out. I play a lot of alts and forgot I had already gotten the weapon and it was in my bank. I had to get it and then level it up to 35 AP before I could continue.

BTW, yes, you should do that "bs quest" to improve your artifact weapon. It worth it for many reasons. Right now you are capped, which this will allow you to continue. Also, you are not getting any benefits from the improvements, like extra ranks of existing traits, the new traits, and Concordance.
