I think that step should not be shown at all and therefore you reached the end of the guide.
Step 118 tells you to accept either "Reinforce Light's Purchase" (ID 48201) or "Reinforce The Veiled Den" (ID 48202).

According to comments at wowhead if you did one of those quests the other is unavailable.
However the step is still shown as there is only a condition to show each line of you have not done that one quest.
I'd have to check other characters but so far on my Alliance Monk I get the step shown, it tells me to accept "Reinforce the Veiled Den" as I did the other quest earlier on but "Reinforce the Veiled Den" is not available.
The following few steps in the guide are not shown as they are only shown if you have one of those quests in you quest log.

If you were not able to pickup a quest (one of those I mentioned in my previous post) in step 108 then it's the end of the guide. More will follow in the next weeks.
The 4 following steps only tell you how to complete these quests and if you don't have them in your questlog you won't see those steps.
