Treasure and Elite Tracking...

So I doubt this is a Zygor issue.. but all treasures and read elites on Broken Isles clearly display 660 blue items... etc.... but when kill the rare elites ( for the first time on a new character ) all they seem to be dropping is Artifact power... At first I thought this was a one off.. But I've cleared nearly half of Azsuna locating all elites dropping 660 gear, and every single one has dropped artifact power?

Please note: New character, first time killing these mobs. Still with Elite Symbols around Portraits.

Any help please?

First I've heard something like this. Are you max level or killing some while leveling?
