Payment processor rejected transaction

Cancelled through PayPal last expansion. When trying to activate Elite again, getting "Payment processor rejected transaction". Got no way of activating the payment again through PayPal after it has been cancelled. What do I do?

I have cleared out the billing information and this should allow you to get signed up with the payment method of your choice.

Can you clear out my billing info? I have a new mailing address and I'm getting the same "Payment processor rejected transaction".
