This guide seems to only track for alliance. Not fun flying into Alliance shrine when you are Horde.

Which step has you flying into the alliance area?

Ok, I see it. On the Horde side you'll want to talk to Sage Lotusbloom below the Horde area to see if he has that quest. If he does you'll have to manually advance the step since it's looking for the Alliance quest ID right now and the next step where you turn it in you'll have to manually advance as well. If he does not have the quest try going to step 4 where you are to accept a quest from Thelonius and see if you can go from there.
