Blades Edge Mountains step 47

Step 47 says to accept the quest, "Picking Up Some Power Converters" from Toshley. He does not offer this quest until you have completed "Where Did Those Darn Gnomes Go?" and "Follow The Breadcrumbs". The guide (ver 6.2.18451) does not have those quests.

I am unable to find any posts anywhere that say those 2 quests are needed to unlock Picking Up Some Power Converters. Could you please provide a link to where you obtained this info?

We tested with a character that has never done a single quest in the Outlands zones and Picking Up Some Power Converters was available without having to do anything in the zone.

I guess it's possible that having the "Where did those darn gnomes go?" in your log prevents Toshley from offering the quest. When I tried to get the power converter quest, he didn't have any available. Once I had done the test flight quest and was on my way back to the station, I saw the turn-in for the darn gnomes quest, turned it in, then did the breadcrumbs one. When I turned that one in, Toshley had the power converter quest.
