2h vs 1h & Offhand

The Gear Adviser doesn't seem to be able to distinguish between a 2h weapon and a 1h plus offhand. It is constantly telling me my old artifact weapon is an upgrade despite that clearly not being the case. It seems to not be taking the offhand into account.

We've noticed that the gear system is kind of wonky at the moment post BfA release. We need to rework the engine a bit before it will work properly again, so right now you can use it, and it should still recommend a fair deal of things correctly, but it may have weird suggestions occasionally, in which case you can either ignore or disable the feature if you don't want to deal with it right now.
