Maybe the guide has been changed and you are missing something.
But I don't see anything about changes in the Horde War Campaign guide.
You can try to start the guide at step one (hold CTRL and click the previous step button) and fast forward (rightclick the next step button) until you come to a step related to a quest you have not done yet.
