how do i get my handson "grimoire of the four winds" ??

For the MoP flying you just need to visit the flight trainer in your faction temple in Vale of Eternal Blossom. That grimoire is still in the game but it's useless since the end of Legion as it no longer gives you the flying skill. Just visit the trainer/flight master in your temple and you should be able to get the flying that way.
