Guide Progress Handling is Inconsistent

Given the length of many of the leveling guides, I often look at the progress meetings. Is there a particular reason why it's not consistent. For example, going through the Legion Order Hall guides for hunter have gone from showing 120/141 to 134/150. This happens throughout all the guides from Classic to BfA, and the numbers change constantly. It'd be nice to know how much more I truly have to do. Additionally, the same happens for collecting items for quests. It is especially annoying doing the leveling guides in places like Legion's Suramar and all of Boralus/Zandalar. Can you fix the guides to display the proper completed story to total story ratio please?

The total steps changes as steps are added to the guides while going thru the guides. Not every step is loaded into the guide right away.
