This we are asked to learn at level 40. It is not available to purchase until level 95. A workaround is to make Enchanter's Umbral Wands to reach 60 and continue from there.

I think you may have looked at the wrong rank. The rank 1 version of that enchant is supposed to be available at skill 40, rank 2 requires the skill to be 95.
