Step 19 guides me back to my garrison and prompts me to "Click Bounty Board" and to "Accept 'The Southern Wilds". There is no bounty board, so after a brief internet search I discovered "The Southern Wilds" quest is offered by Prelate Luari (coords 45.81 37.33).
