Mechagon Step 84

I'm at step 84 of the Mechagon quest where it asks me to speak to Recycler Kerchunk and pickup the quest "Ready to Rumble". The quest is not being offered to me. Is there some earlier steps missing in the guide?

The only requirement I can find is level 120. I do know that some quests in Mechagon need you to have 250 scrap in your bags for them to be available so this might be one of those.
