I saw on reddit someone claiming that it will also be available as a separate one time purchase for $37 instead of just the sub service. As a basic user from way back this interests me.

Highly doubt that. Blizzard never interfered with addons that enhanced leveling.

That's how its always been. The arguments about whether Zygor goes against Blizzards wishes are actually rather silly because Blizzard can just disable any parts of the API they don't want people using. We used to have dungeon guide waypoint arrow directions, but the addon DeadlyBossMods used parts of the API in a way Blizzard didn't like and they removed the parts of the API we relied on to add the dungeon arrow. This was on retail, not classic.

Our Classic Guide Viewer will exist just fine as long as Blizzard maintains the functions needed for it to operate. In game guides have existed pretty much since the days of Vanilla/Burning Crusade, so I don't expect they will see that as breaking the experience like a Looking For Group addon.

I just wanted to say that the early Sunday rollout has already started, already set up the guide viewer in a sandbox. I'm surprised by how many of the original features made it back to classic, so hyped!
