I've handed in the quest 'How Big a Threat', but he doesn't have a quest for me to talk to Thundris Windweaver, although he dies have a completely different quest I could pick up.

Are you level 11? That is the minimum level for the quest.

I do not know of any other pre-requisites for that quest. I would say try skipping that quest and see if you can keep going. The only other quest in that chain is The Cliffspring River so you might not be able to accept that one too.

I was able to continue to the end of the guide with no issues. It didn't seem to make much difference

I'm back in Auberdine at level 16, and this quest is now available. very strange! The Cliffspring quest only became available once I handed this one in.
