Loremaster Outlands - unable to accept quest

Hi,

I am currently doing the Loremaster for Outland. I have followed everything diligently but I cannot receive the quest for 'Karabor Training Grounds' the NPC Exarch Onaala does not interact with me.

I believe this may have something to do with Scryers and Aldor Rep, but I have done nothing to gain rep with either as both factions do not speak to me (both are yellow).

it would appear that I overlooked or the guide skipped it the tour of Shattrath and then the choosing of Allegiance to either Aldor or Scryer. I scrolled all the way back to the beginning of the guide and took it up from there.
