Step 64 is to pick up the quest 'One Shot, One Kill'. When I found the NPC she didn't have a ! over her head, but she did give me the quest. When I completed it, I noticed it was grey. I was level 22. I handed it in for around 600 xp. I'm not sure it's worth going out of the way for.

I was just 2 bars into lvl 22
It wasn't a big deal, and easy enough to complete.
