Do Not have appropriate Permissions to access

I just signed up for Elite and am trying to install for the first time. I am on my administrator account and have downloaded multiple times. I have gone in and changed permissions for everyone in the file, but still cannot install and get

"Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item."

Any suggestions?
