Telling me to get a quest from an NPC that doesnt have a quest?

(Classic wow- Horde) Several times now level 41-44 quest range, I've been sent to speak to an npc to get a quest that's not being offered. Any suggestions?

After reading several other post I believe I have my answer. I just bought this addon/guide when I was already at lvl 40. It appears that I need to load the guides 2-3 lvl range below me in order to sync everything up.

Check that the quest isn't a level or 2 higher. That's been my experience
