This quest is not available until patch 1.13.2.30406

You will need to change step 68 too, as this is for collecting the mats for the quest.

That game version is the version number of classic when it was released. That means it was available at classic launch and it's still available in classic currently.

Current classic game version number is 1.13.2.31882.

No, i recently installed Zygor and loaded the wetlands guide as it was in my level range at the time. I did not realise it was part of a chain. Thanks

Since you were starting up with a pre-leveled toon you can just skip steps for quests that are not available and it should be fine.
