Step 26 tells me to go to Corin's Crossing and kill gibbering ghouls.
I did not find any there and the area was heavily camped by other players.

shows lots of other spawn locations and I had much better luck (as well, the quest specifies that three different mobs, not just Gibbering Ghouls, will work).
Please consider changing the guide to add some additional areas for searching for spawns.
