Having problem with a quest

This item has a 39% drop rate, I killed 57 and zero dropped.

I tried a little more and killed 83 and 0 dropped, I don't think it will drop because my level is 51 already?

What should I do?

I tried skipping but half of the quests from the next guide seems connected.

I would say you've just been very unlucky. They should drop from that and you obviously have the quest in your logs.
