Issue with Darkshore (20-20)

When I reach step 28, talk to Delgren the Purifier, I am told to turn in Tower of Althalaxx and accept Tower of Althalaxx. Upon completion, the guide does nothing, and the bar at the bottom says I am at 88% with 8 of 9 quests completed. Any suggestions on how to continue, or if this is the end of the guide, how to complete the guide and move on?

There should have been a pop up suggesting to load the next guide. You can manually load the next guide in the list and keep going.
