Speak to commander Ashlam
Accept"the scourge cauldrons"

Must accept and complete "clear the way" quest first in order to get "scourge cauldrons"

Also no quest on High priestess Macdonell Either until The above 2 quests are done..

Clear the Way was done in the WPL 55-55 guide before the WPL 56-57 guide tells you to accept The Scourge Cauldrons.

ok would this also apply to
Target: Daison's Tears?

If so then i must have clicked and skipped by accident..otherwise did not request me to pick up this quest..

Yes, The Scourge Cauldron is the first quest in a chain that includes Target: Dalson's Tears.
