Equipment Selling Suggestion Screen Moveable in Classic?

Hi,
When I move the "Suggested Items to safely sell" screen from top middle it always reverts back to that area-the arrow and other things are there how can I move that window and keep it there?
Also-if you decline a suggested gear item does it stay that way or can you clear that data?

When you have nothing in the notification window you should see a small black box at the top center of the screen. Dragging that box should allow you to change where they pop up. It will remember what items you declined and you can reset/erase the declined items list in the gear system section of the settings.

My question is for the Equipment Manager screen-always pops up top center and I can move it but it doesn't stay. This is not the Notification Area tab which is moveable.

Ahh, I don't think that pop up has any saved position. I think it's just a simple pop up that is drawn at top center each time and not like other windows that have an actual saved position.
