Classic Wow Leveling Darkshore (20-20) Step 24 NPC is there but no quest available

No exclamation point, nor anything when I right-click Aynasha

Hmm, there isn't a pre-requisite quest requirement, only a level requirement. Possible someone else had just finished the quest, and there was some sort of respawn time before she would offer the quest again? I'm not really sure, since we didn't experience that during testing, and nobody else has said anything like this.
